OpenClaw Goes Enterprise: What Shadow AI Means for You
Your employees are already using AI — you just might not know about it
Runlayer, a New York City startup backed by Khosla Ventures, just launched OpenClaw for Enterprise — a governance layer that turns unmanaged AI agents into secured corporate assets. The product targets a problem that has grown from nuisance to crisis in the past year: shadow AI.
Shadow AI is the use of unauthorized, unvetted AI tools by employees without their company’s knowledge or approval. And according to UpGuard’s research, more than 80% of workers are doing it right now.
What Runlayer actually launched
OpenClaw, the open-source AI agent that went viral after its November 2025 launch, quickly became a favorite among developers and employees inside large companies. The problem: these agents often run with root-level system access — connecting to Slack, Gmail, cloud infrastructure, and internal databases with zero centralized oversight.
Runlayer’s solution has two parts:
- OpenClaw Watch scans company devices for unauthorized AI agent configurations, deployed through existing device management tools
- Runlayer ToolGuard monitors every tool call an authorized agent makes in real time, designed to stop more than 90% of credential exfiltration attempts
The company already counts Gusto, Instacart, Homebase, and AngelList among its customers. CEO Andy Berman, who previously served as Director of AI at Zapier, described the core threat as prompt injection — malicious instructions hidden in emails or documents that hijack an agent’s logic to steal sensitive data.
Why shadow AI is a small business problem too
It is easy to read “enterprise governance” and assume this does not apply to a 10-person shop. It does.
The numbers tell the story. BlackFog found that 86% of employees use AI tools in their weekly work, and 58% prefer unapproved public apps over company-regulated ones. Cisco’s 2025 study reported that 46% of organizations experienced internal data leaks through generative AI — not from hackers, but from employees typing customer information into AI prompts.
For small businesses, the risk is amplified:
- No security team to catch it. Large companies have dedicated staff scanning for unauthorized tools. Most small businesses do not.
- Higher data concentration. A five-person accounting firm’s client list is its entire business. One employee pasting financial records into an unvetted AI tool could expose everything.
- Regulatory exposure. HIPAA, state privacy laws, and industry regulations do not care whether the data leak was accidental. A healthcare practice using an unauthorized AI tool to draft patient communications is still a violation.
IBM’s 2025 Cost of Data Breach Report found that shadow AI incidents now account for 20% of all breaches and carry a cost premium — $4.63 million versus $3.96 million for standard breaches.
Our take
The Runlayer launch validates something we have been saying: AI agents are not optional anymore, but unmanaged AI agents are dangerous.
The bottom line: The answer is not banning AI tools. It is choosing the right ones and knowing what your team is using.
The shadow AI problem grows out of a legitimate need. Employees adopt unauthorized tools because the approved alternatives are slow, expensive, or nonexistent. A front-desk manager at an auto repair shop starts using ChatGPT to draft customer emails because no one gave them a better option. A restaurant owner’s bookkeeper pastes vendor invoices into an AI assistant because it saves an hour a day.
The fix is not a crackdown. It is providing sanctioned AI tools that are good enough to replace the unauthorized ones. When your team has access to managed AI agents that handle customer communication, scheduling, and review responses within a controlled environment, the incentive to use random free tools drops significantly.
What the conversation is missing
Most coverage of shadow AI focuses on enterprise-grade solutions that cost six figures. Small businesses need a simpler framework:
- Know what your team is using. Ask directly. No one will volunteer this information if they think they will be punished.
- Evaluate before you ban. Some of those unauthorized tools might be solving real problems. Understand the workflow before removing the tool — as we outlined in our guide to evaluating AI tools.
- Provide approved alternatives. Give your team AI tools that work within your security boundaries. This is the single most effective way to reduce shadow AI.

Immediate actions
- Run an AI audit. Ask each team member what AI tools they use for work — free apps, browser extensions, chatbots, everything. Frame it as curiosity, not enforcement.
- Identify your sensitive data flows. Where does customer information, financial data, or proprietary business data get handled? Those touchpoints are your highest risk for unauthorized AI exposure.
- Pick one sanctioned AI tool. You do not need an enterprise governance platform. You need one approved AI tool that covers your team’s most common use case — whether that is customer communication, content creation, or scheduling.
Watch for
- State-level AI privacy regulations expanding in 2026. Several states are drafting rules around AI data handling that will directly affect small businesses.
- AI agent security incidents. The cybersecurity risks of agentic AI are real, and the first major breaches involving autonomous agents at small companies are likely coming this year.
The path forward
Shadow AI is not going away. As AI tools get better and easier to use, more employees will adopt them — with or without permission. The businesses that thrive will be the ones that channel this energy into sanctioned, secure tools instead of fighting it.
